What qualifies something as being "usable" to you? A 10% energy gain, a 25% return, 30%? Are we talking 50% or even 75%?
Edit: To me, anything that gives back super energy in a noticeable amount is pretty flipping useful.

Most of that criticism is weighted towards the middle-tree Sentinel super ability. I'd wager if the middle-tree blocking buffs were significantly more potent, the critiques towards Ursa Furiosa would be lessened.
