Bungie does not discuss restrictions or bans.
Restrictions are temporary, and will not be overturned or undone before they expire. Once an account is banned however, that ban is permanent. Account restrictions and bans are only done in extreme cases; if actions were taken against your account, then it was with reason.
There are NO options to dispute or overturn account restrictions or bans.
Bans are lifetime for that account

Sure. Just need a million banned players to agree to send money to a trusted member of the banned community for safe keeping, what could go wrong? -

Really? That's a shame. My friend isn't a cheater or everything else. He's obviously have a poor connection due to his geographic location. How many people i've seen on comp pvp with not forgotten or luna's howl lagging so badly and never banned. So it's wait and see. And if he's got banned a second time, maybe permanent, he obviously can't play pvp anytime due to his geographic location?! On other games with pvp, he have no problem...

Well, if it is their connection, the warning was issued.
Beginning soon, players with the most unreliable connections will receive an in-game warning. We know that connection quality is fluid, so don’t worry if you have occasional, temporary issues. If you receive one of these warnings, please visit the Network Troubleshooting Guide. If your connection does not improve, there are additional guides available that can help you in diagnosing advanced network issues. If all else fails, contact your ISP for assistance. If your connection does not improve after an in-game warning, and we continue detecting a negative impact on other Guardians, restrictions from PvP activities may be applied to your account. If a restriction is applied to your account, you will be unable to participate in PvP for two weeks. If you continue to play on an unreliable connection that harms the experience of other players, that restriction may be extended.
(source) If for some reason your friend is not able to improve the stability of their connection, it is recommended to refrain from playing pvp activities as the negative side effects of their connection will lead to longer restrictions. -
He hasn't receive a warning message or something else, not yesterday or today or another day. He played since Destiny 1 and never have any problems... He can't do anything with his internet connection, a company who provides you internet don't help to improve a connection for one guy.... The problem comes from your network and servers, it's not to the client to improve his connection but you must improve your service for your clients. However, I understand your explanations and thank you for take the time to answer me.
The problem comes from your network and servers, it's not to the client to improve his connection but you must improve your service for your clients.
I am afraid it does not work that way. PVP as other multiplayer portions of the game are peer 2 peer. It is on the player to ensure they can provide a stable connection for the game. -
Peer to peer is so old.... But a class action like the comments below says it has no lucks to go at the end and i know it, it never ending with the procedure time and everythings around that. Thank you for your support.
