For now what it looks like they are doing is increasing the crit damage on weapons to lower the TTK. People noticed in the reveal video for the new PvP mode that a 600 RPM AR was doing 21 per crit instead of 17, but the body damage was the same. If this is the same for Hand Cannons I doubt we will have the old 2 crit 1 body shot kills we had in D1.
The average Resilience that people run is 4 which is 194 HPs, right now a Better Devils crits for 60 and 40 for a body. They would need to bump that up to 65 to make it a 3 tap.
3 Crits = 195
2 Crits + 1 body = 170 so you would need at least 1 more body.
Even if they changed it to 66 for a crit which would 3 tap someone with 7 Resilience it would still be 2 crits and 2 body shots to kill. By the way 0 Resilience is still 186 so even then it would take at least 2 crits and 2 body to kill someone.

Thanks for your reply, probably the only constructive one. I run higher resilience so I should be ok but I still believe 65 is too much for that weapon.

There is another factor as well, Hand Cannons feel and work different in D2 than they did in D1. I am a Hand Cannon freak and in D1 I could 3 tap all day long in PvP. I could go toe to toe with any other weapons besides you know a rocket launcher. And in the end I would walk away with the kill. In Destiny 2 they are more of a shot, take cover, and come back out and shot again. If all the other weapons are also getting a lower TTK I don't see this changing.
