I just saw the xbox Forsaken presale. Requires (overpriced and underwhelming) expansions 1 & 2. Really, Bungie? REALLY?
After 5,250 hours in D1, I am telling you now that this is the worst thing you've done. You had a chance to welcome back your core players. Now you are done. Finished.
Don't bother with Destiny 3. You have burned us too many times. The trust is gone. The admiration is gone.

Of course it requires the previous content releases. Its impossible to make Forsaken stand alone content, precisely because there is already DLC available. Expecting it not to is foolhardy, and shows a lack of understanding in how games are made.
