Your game licenses are held by Xbox.
If you are on the correct account you redeemed your code on and the game doesn't appear in your Game Library in My Games and Apps you will need to contact Xbox Support.

Xbox Support will be able to tell you if your account is affected by the Xbox Service Alert for some Xbox accounts are having issues with previously purchased items.
