It wouldn't change the fact that some weapons would end up being Godly if perks are randomized, sadly. I mean, people with crappy rolls would obviously take the "standard fixed rolls", but some people could still end up with a super stable explosive payload Uriel's Gift that could still do a lot of damage from a "very" long range (by AR standard).
A happy medium would be to create a couple of fixed rolls of each item (maybe 4-5 per weapon). It would be easier to "nerf" or "buff" a single variant than to nerf an entire perk or weapon (which could have a negative impact for those who didn't get that godly roll, or those who didn't get the "problematic" weapon).
Duplicates would be a little bit more interresting that way, and some unused weapons could end up with a cool variant, something that you would want to grind. These variant could be activity specific, and/or rarer than their original counterpart.
That or they could add some randomization by adding mods that modify a single perk, but my guess is that people would end up with a couple of very strong weapons that way, and we would be back to what it was in Destiny 1, minus a lot of customization.
But yeah, something must be done. Right now, duplicates are useless, and most guns are garbage.

I see what you mean, and that would be cool. If Bungie did this in just the right way, it could be great. However, that doesn't give nearly as much of the "carrot on a stick feel" of the normal random roll, or the discovery of finding a weird roll that you really like. Also, it would basically force Bungie to point out how flawed random rolls were to begin by making the better rolls rarer. Maybe have a set perk or perks on a weapon, and then at least one random perk? Also, many people have been hoping for a better mod system. I really hope that they change it to feel more interesting.
