Planetary Pickup Penalty - Chest & Materials

I'm having a hard time understanding the penalty associated with pickups on the individual planets. That penalty being what amounts to a five pickup restriction before your pickup fizzles upon receipt... no inventory gained. I think i understand the WHY of it... to do away with the ability to zone/rezone that people were taking advantage of that allowed already looted chests to be lootable again and again. This is a penalty to everyone, rather than fixing an issue that a small portion of the community was taking advantage of. Are there plans to remove this cap and instead fix the problem? As it is, faction running goes like this: - Pick up 5 things... chests or materials - Reach the cap where your loot fizzles upon pickup - Grab a patrol and fly by a dozen more loot opportunities that you can't take advantage of - Finish the patrol and get your one token - Find a pickup and hope that your time in the loot penalty box has passed Doesn't seem right to me.
