They don't pay much attention here because it's mostly non-constructive noise.
If people could learn to be more articulate with the angst rather than the typical "Bungie sucks, this game is garbage" types of threads, Bungie might pay more attention.

Isn't most of that toxicity just from people feeling like Bungie doesn't listen, so they resort to ranting and hyperbole, like petulant children? I know I have made many posts of what I thought was constructive criticism, and it turns out the feedback forum is just Bungie's round file. Right now, that is making me angry at Bungie for wasting my time to try to provide my feedback, in their feedback forum that they don't pay attention to. So, if they aren't paying attention, why even have the forum?

Probably not the case for Bungie, but a Feedback forum is exactly what I would do if I were running any sort of tech company. Some posts might be helpful, but its primary purpose would mostly be to offer a platform for users to vocalize frustration. Some of the frustration may be legitimate and therefore valuable, but overall it's a place for folks that may not completely understand the product to complain about intended mechanics. User feel like they get a chance to say voice their opinions (in a controlled environment) and every now and again legitimate issues may pop up and can be easily identified and remedied.
