If it's the standard, why not try to go above and beyond the standards? Why settle for mediocre?
Regardless of that, the fact that it's locked at 30fps for l consoles is ridiculous. Xbox one S and PS4 pro can both perform better than their standard counterparts, and the Xbox Scorpio with without a doubt be able to hit 60fps with no other performance drops. But instead of utilizing the tech available, they cap it to the lowest common Denominator.
You said it yourself, the only time that capped 60fps is always used nowadays is for competitive multiplayer. Since Destiny isn't a competitive multiplayer experience, there's no reason why they can't let those who own the higher tech consoles use the extra power they payed for. Its really just lazy.

1. If high frame rates are a priority for you, you need to be gaming on PC, not consoles. 2. The PS4 pro and Scorpio were designed for high resolution (4K) gaming. Not high frame rates. 3. To hit that 60 FPS mark you'd basically wind up with a game that looked almost identical to Destiny 1, EXCEPT for the fact it was 60 FPS. Which would alienate the game's pve fanbase. Because we'd get stuck with a dead game world that still looked like a last gen game. In order to hit 60 FPS, Titanfall 2 on XB1 actually runs at a LOWER resolution than Titanfall 1. Pvp players may be willing to make that sacrifice, but nobody else who plays this game is.

I do play pc. I also play console. I never said that high frames are a priority to me either, but not using the tech available is a waste. The Scorpio and ps4 pro were designed to have more power than the standard consoles. While this can translate to higher resolutions, it is not restricted to just that. their power can also be used for more frames, on top of the increased resolution. resolution. The power of a console can't be restricted like that, it's not how the tech works. If you amped up the base consoles to 60fps, then you [i]might[/i] have to lose resolution. But that is no guarantee until they try. And once again, it would not be a problem for the more powerful systems because they are built with that in mind. And it wouldn't alienate the pve fan base entirely because many of them also want 60 frames, including myself who absolutely despises the turd of a multiplayer known as crucible. Even if it was downscaled it wouldn't look like last gen, because it would only be dropped to 960p. Not to the 720p of the last gen. As for your titanfall 2 example, it only has lower resolution on Xbox one, ps4 runs it at 1080p with 60fps. Nothing has to be lost because the tech is there. And the tech would definitely be there on the higher end consoles. what they should actually do is what halo 5 and overwatch do, as well as many other games, and use dynamic scaling resolution. That way the game can run beautifully when it is able to and and can still run at 60fps, only dropping resolution in more graphically intense moments. That's much more preferable to what is currently there.

In a sense it is restricted. https://www.youtube.com/watch?v=Smn_ZUGK7ZQ The base consoles have to make SIGNIFICANT compromises to hit 60 fps on games like Halo 5 and Titanfall 2 that are much simpler their structure than either Destiny 1 or Destiny 2. PS4 has to make fewer of them than the Original XB1.....but the base resolution for Titanfall 2 on XB1 is actually LOWER than that of Titanfall 1. Around 720p. While Dynamic resolution might work in the confined environment of PVP.....it would probably wind up with a game that doesnt' look very different from Destiny 1 in PVE (minus the higher frame rate). That is a compromise I'm unwilling to accept.

Its unlikely that scorpio would be able to produce 60 fps as the main throttling point currently is the cpu. The scorpio is getting a 431% gpu upgrade over the xbox one, but the cpu is only getting a 31% upgrae. Enough to run higher frames, yes, but not enough to double your FPS without frame drops or dynamic scaling. And bungie is not willing to do either.
