Plus most movies and TV shows still aren't at 60 fps. Some do film in it just incase someone who keeps up with resolution technology will have access to it. But for the most part when you goto the movie theater or watch TV or Netflix, it's still all in 30 fps.

Tv and movies are different. The higher frames are unneccessary to provide quality entertainment, as you are just watching the screen. As such the frame rate is usually either 24fps or 30fps (24 is typically the standard for animation, live action tends to run a bit higher). Games actually give you a physical advantage when you get more frames.

Yeah. No. If the gameplay is sold 30fps is just fine. Just because the technology is there doesn't mean it is required.

Required, no. Preferred, yes. With that logic you might as well still have games releasing with 480p, because there's no reason to use the tech available to you.
