Answering the first: Because overall, the entirety of the galaxy orbits at roughly the same speed. Answering the second: Because the average curvature of the earth is only about 8 inches/mile. So a distance of 16 miles won't result in a visible curve.

The curvature can't be seen from anywhere. If you could see it from a beach it would mean Earth would have to be waaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaa[b][i]aaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaa[/i][/b]y smaller than it actually is. [spoiler]except maybe mount everest, but then again, vision obstruction.[/spoiler]
