Sorry you are having Parental Control issues, here is how to change your setting on the Xbox One System.

Does the account have an Xbox Live Gold membership did you check to see if it expired?
What kind of account type does have picked under the Privacy Settings, is it Child defaults - Teen defaults - Adult defaults or Custom?
You'll need "You can join multiplayer games" set to Allow for the Profile to join games and a Xbox Live Gold Membership for the account to play online too.

All of the settings between the user who can play the game and the one who cannot are the same. This was verified in the one hour marathon with Xbox Support, hence why they told me it's not "on their side". I have no buttons to push or things to try at this point. Out of options.

Do you have access to the account at this time? Can you start up Destiny on the account and tell me the exact error messages you are receiving along with any error codes, along with what you were trying to do when you got the message.

Sure. And I know this sounds painfully simple - it should be and is for my youngest. So, I just tried with my eldest son's acct: "Parental Controls. You must have access to online multiplayer gameplay in order to play Destiny. For more info, visit help.bungie.net" And yes...the acct has access to online multiplayer in Xbox Live Privacy Custom settings...same as the acct that *can* plan the game.

First could you Remove that Gamertag off your Xbox One system, you can do that in the Xbox One system Settings. Can you then please try clearing your Xbox One system Cache. https://www.bungie.net/en/Help/Article/12539 Now recover the account on the system, after it's downloaded highlight the Destiny game from the dash then press the View Button and select Manage Game for the game and make sure all the items are installed.
