try putting an Ethernet cable into your Xbox/Playstation. that seems to help me with bad internet. If you already have one in, unplug it from both sides and re-plug it in. If that doesn't work, sorry.

I've got an Ethernet cable, but it's hooked up to the DVR and not the PlayStation. I could move it, but then everyone I live with would be pissed, I could go get another one, but then I'd have to dig through the attic to find the cables. Thanks for the advice though.

Speaking from experience, switching to a wired connection will eliminate the majority of your connection issues.

I've just gotten a new router a couple of days ago, switched to the highest internet package that I can get, I've always had a wired connection, had my lines refreshed, have my ports forwarded, which gives me a NAT Type of Open. I've been through every point in my setup. Cleared my Xbox cache. Reset my router several times. I've spoken with my ISP. They say everything is good. My speed tests are all perfect. I've tested on my Xbox, and a few different online speed tests, just to make sure. I have 0 packet loss. But the moment I go into matchmaking, BOOM! Redbar for every match I try to play. It is definitely on Bungie. Every other game I play is perfectly fine. I have the best setup that I can where I live, yet... still redbar every single match in Destiny.

I've noticed the same issue with me. But mine started after I changed all my router settings so For Honor would work... I'm curious if resetting my router settings back to default would make it better? Be worth trying. To clarify I've never had a red bar for years playing Destiny, until I tried to make For Honor work.
