Treasures of the dawning have a "guaranteed" item in the preview. I've opened multiple chests that have not dropped one of these guaranteed items.

Have you seen that the ornaments are also one of those guaranteed items? So you should get an armor piece (not the Dawning armor) or a sparrow or an ornament at least.

nope, those werent showing up either. opened chests without a guaranteed item dropping at all

Same. Maybe an issue where it wants to give you a sparrow, but you already have it, so it gives nothing? Not sure, but that's my best guess.
