If the elite players are the "1%" then what makes you think the new players would encounter them commonly? There should be no specific matchmaking besides connection. Everyone should play in the same bracket and if you're good then you'll do well and if not too bad. Any normal new player would recognize that people are between than they are and would strive to get better instead of asking bungie to baby them.

I haven't played this game in well over a week and probably won't play again until d2. But here's the thing removal of sbmm isn't going to fix the issue. People claim it is to get rid of red bars. But here's the thing until bungie fixes the poor net code, poor engine , and gets rid of the peer to peer connections in favor of quality regional servers it won't fix anything. Not to mention it's not going to happen. Bungie knows this game is on its last legs. People are waiting for d2. Honestly most of the people playing are as you say "Elite"(lol). But regardless they use both sbmm and Cbmm. Its not purely sbmm. If you have followed the updates you would know that. But until said problems are fixed (net code, new engine, quality dedicate regional servers) the removal of sbmm will not fix your issue. Take a break, play something else.

Also there is no problem for bungie to fix I'm just giving my input on the matter. I don't want it gone because of the red bars because I never run into those people. I just want to play in a normal lobby where everyone isn't trying they're asses off every once and a while.
