He was aimed and prepared for your arrival. The reticle moves when you get hit but re-centers where it was before getting hit so he didn't have to alter his aim.
Would be more annoying if he wasn't aiming already and still got you.

He wasn't already aiming. If you watch the video closely, the red glare from the sniper doesn't appear til after the second shot

Yeah ok, it comes up as your hitting him, but he sees you coming, he gets head height and doesn't have to move the reticle much. If you had hit him twice from an angle he didn't no where from and he did that it would be different. As it stands you walked head height into a sniper gaze for me. I'm not a big defender of snipers, I think they need a LITTLE reworking but it's not the best clip I've seen to make them look an issue.
