Incendiary is good when coupled with a quick firing or hard hitting weapon, for quick time to kill. The reactive reload is pretty good coupled with trance and chain, but scavenger will help getting back knifes and grenades. Personally, id go scavenger, especially with hand vannons, but thats up to you. I would also suggest combustion, but if you want quicker cooldown, thats fine, but combustion can kill groups and more enemies then gunslinger. rescue mag on split shifter isnt going to do much, if you have a different secondary with better perks, i would go with that.
Heavy would have to be a machine gun, quillims or thunderlord are great

I thought about scavenger and combustion, but I didn't think they'd be as useful pvp wise. I'll give em both a go though to mix and match. My LMG is a Bretomart's.

Scavenger isnt great at first, but as soon as ammo comes, your grenade and melee time goes down a lot faster. Combustion is always usefull in pvp, because you can get at least 2 kills per shot. Ive managed to take out almost a whole team that wasnon a zone (there were 5), by shooting 2, combustion killed 2 more, and left the last guy so week, my teammates finished him easily (i got killed, 5 guys shooting at you doesnt let you live very long). Bretomarts is a good gun, so i would use that, but in my expiriance thunderlord shoots faster and does the same damage per shot

Higher RoF usually works against me, especially if the stability is too low and I don't have perks to keep it steady... it's another thing I'll look into for mix and match though.

Dont worry, thunderlord is acctualy very stable. Try it out in patrol on enemies to see if its your thing. Once thunderlords perk sets in though, it does get a bit unstable

I think it'll kill the target in PvP before that sets in though. lol
