You need to report him on Twitch on each account. They can ban him from being able to create new accounts.
Your friend can get a new IP address pretty easily.
And tell your friend to start using a VPN. He won't get taken offline that way unless that person legit knows what they're doing. But considering they just bought a program, it's not likely they do.

Thanks Toast, I'll ask my friend for all his twitch accounts we have so far and report them all. Its getting to the point where we suspect every new follower that comes into his stream.

You can also report the message he sent your friend with the link, and I assume his profile as well. Be sure to give details of what happened. Might get his PSN banned, too. I don't use PS, so I'm not sure what extent you can do that.

Well, just treat every follower like they're new. They deserve that. Be safe through the stream by using the VPN. If they ask to play, tell them to send your friend a message and post their GT in chat. You'll be able to tell if it's him then before letting him join the game session to get an IP that way. And, obviously, don't open any links in any messages ever unless they're from trusted friends.
