Have you brought this up to Twitch or Sony?
Have you contacted your ISP?
DOS is a serious threat and should be reported to both Sony (since it's being done across their network services) as well as to your ISP (also being conducted across their network).
Posting it in a game forum doesn't really do anything- especially if the threats were made over a different service.

Thank you I will report this to both Twitch and Sony today as well. I wasn't sure exactly where to go with this information as most of it has happened while playing Destiny. The proof I had before today was mostly just the carnage reports, but this morning he decided to make a new twitch and threaten my friend with it.

I think the mere fact that you have evidence of this person threatening will make the folks at Twitch take notice and act accordingly. If your friend still has the message sent to them via PSN, then I would have them send that to Sony as well with as much information as possible. As for Bungie - the only thing that you can do is use the in-game report system or use the Report Player Contact Form here on B.Net https://www.bungie.net/en/Help/Troubleshoot?oid=13967 A word of caution when going this route... While people can and do abuse the hell out of the in-game reporting system with little to no backlash, abusing the on-line form does have consequences, so have your ducks lined up and be able to provide solid evidence of the activity. But based on your original posting, I think you have a solid case. Also - check with your ISP to see if they have any avenues for reporting suspected DOS attacks. I would imagine most do considering that DOS attacks are a disruption to their infrastructure.
