You have to buy the gun, buy the ammo, load the ammo into the magazine, load the magazine into the gun, load the gun, know how to operate the gun, take it off safety.

Which is real effort, yes. But it doesn't go very far in stopping abuse. Riot weapons on the other hand have stopping power, yet less lethality. I'm all for less lethal weaponry, which is harder to abuse.
