Well in regards to IS, it really doesn't take much prodding to convince the American public that that group is horrible. Their own videos do that.
Now part of what makes propaganda difficult in US society is the easy access to the Internet and other resources. Such access is a cornerstone of Western value, but it at the same time makes people less susceptible to overt propaganda.

Two thing the internet lacks in certain digital spheres of influence.

Provided a push back in opinion is tolerated, I have no issue with government or pro-government groups releasing propaganda to sway public opinion. Humans by and large are intelligent enough to make their choices on what narrative to believe, so as long as they can freely access all views on a given subject, doesn't so much matter to me if one side or another releases overt propaganda.

It's not so much creating propaganda as it is being able to without facing scrutiny.

Don't get me wrong, they of course are free to express their distaste if something is unpalatable. But at the same time, forcing censorship to cater to a vocal community's fancy bothers me a lot. What I absolutely despise is when our good friends the social justice warriors find a public figure of any sort and shame them for a negative comment -- even when that person is not a politician. There was that professor (forget his name) who made [i]one[/i] comment about women, and suddenly it needed to be shared everywhere so that this man could be "stopped." Ultimately, his career was wrecked by a bunch of people the man had never met. Then there's these pro-Israel goons that look for anyone who expresses a positive view of BDS on college campuses. They add that person to an online roster and then lobby businesses to not hire anyone on the list.
