Well in reality there is nothing that Bungie can do if your ISP is throttling you for a constant connection to a server (which is what you are describing). There are FAR too many ISPs out there for Bungie to call each and every one of them to make sure that their servers play nice with the Bungie servers. At this point reading your problems, it is truly your problem (or more to the point your ISP's problem) to deal with. Bungie is not restricting your speeds that is your ISP

  • -.- i hadn't been having any problems playing destiny until this patch was dropped. Its obviously something they did on their end because an abundance of people have been getting dc'd. The number of people getting dc'd keeping increasing as well, I've already replaced my router had a tech out to look at it and everything is golden on my end but i only have issues when i play destiny.

  • How is it solved? That is a backend question for the IT department at your ISP. It is also interesting to note that your ISP is throttling you for using data which is incongruent with net neutrality (unless you have a specific contract where if you use X amount of data the data then gets throttled). I am guessing there is more here than just the PS4 connecting to an ISP that is causing throttling. I have left my PS4 on connected to Destiny since my billing period 2015/06/05 began with my ISP (I get 700GB of data per month, soft cap, no limit daily). Thus far in 5 days with Destiny being constantly connected AND played several hours each day, I have used 20.71 GB of data. That also includes streaming TV movies to my PC, transferring data files back and forth to my work computer, etc. etc. Oh and my weekly backup which runs on Wednesday. So that means I am using on average about 4.14 GB per day, so in a month I would use 128.40 GB, not even close to a point where my ISP would consider throttling me. Much of the data 'slowdown' when using Destiny is due to using your PS4/XBONE on a wireless network. As much as I hated to admit it, Destiny does not play well with wireless networks. I had some connection issues (maybe 1-2 disconnects weekly) but since going hardwired, not a single issue (even ending up in a Crucible match with all red bars). I think that is partly because Sony chose to use an inferior n-band (not AC) wireless card (not even 5.0 GHz, unlike the XBONE) in the system. Consistently with my PS4 my speed tests running them in the network check on wireless were no greater than 7.2 Mbps Down and 2.1 Mbps Up. That is with the router being approximately 35-40 feet away from the PS4. Same tests run on the XBONE and I was getting 36.2 Mbps Down and 15.5 Mbps up. So I wired my consoles and now I am getting over 100 Mbps down and over 50 Mbps up. What I have noticed about Destiny is that when your upload speeds are in the toilet, that is when your game goes into the toilet. So having good consistent up/down stream bandwidth is crucial. Of course the nice factor now being wired is anything I need to download happens in a snap :) But again back to the 'this is Bungie's responsibility', at this point I have spoken with contacts that I have at Network Operation Centers for Cox, Comcast, and Time Warner (RR) ... all of them state similar problems that there is an issue in the way THEIR (read: Cox, Comcast, Time Warner) handshake with the Bungie servers in the PSN to Bungie changeover during connection. All three companies are aware of the issue and had been investigating it but in reality it is a hugely low priority issue with them as gamers, on average, are not vocal people and do not call to complain regarding this. They fix anything else that might need fixing majorly first and this is one of those, "if we figure it out great, if not it only affects a very small portion of our customer base." That being said AT&T U-Verse had a similar problem (actually worse) in the initial launch months of Destiny but they made changes on their backend (not sure what that entailed) and now as far as I have seen, U-Verse customers have virtually no issues with connection (except back to that whole wired vs. wireless network concern).
