You can always ascend it should you choose. If you look at past Iron Banners, Bungie typically likes to up the light level throughout the "season" for future Iron Banners.
Because house of wolves just launched and this is the first iron banner with it, the gear isn't max level. This is the same formula they launched with The Dark Below and initial game launch.
IE - if you want to be an early adopter and ascend it early, go for it. If the past is an indicator of the future, expect the max light level to be purchasable later on.

Then why play the iron banner if you aren't getting compensated for your hard work? I understand that in the future the rewards will get better, but participating in a highly competitive game mode, only to get mediocre gear isn't very fair, even though you are earning it unlike raid gear, because it isn't random

Very few players are level 32-33-34. For players in the 20's it's absolutely worth getting the armor for a higher light level. If you're already max level and would like to get iron banner gear, simply apply Etheric light to it and you have +42. Like I mentioned earlier, it's an early adopter privilege. If you don't want to purchase the gear at all, simply don't buy it and wait for the default light level to go up -or- ascend it now. You have the power.

If youre playing IB for the armor, when the PoE gear is 42 and ripe for the taking... maybe you should be doing something else
