*EDIT - Whoops..your talking about the perk*
You get more damage overall from scope fireing for slower rate of fire....and when fireing from hip you get a higher rate of fire for less damage.
Or you switch the perk and you get same rate of fire as you would from hip firing....but you get a bonus to accuracy to compensate for lack of scope firing from the hip.
Its a question of Rate of Fire preference when scopped.
