Not really, he said higher damage per shot, but the fire rate is slower when you choose that option so less bullets a second COULD equal less DPS. But in this case I think the slower fire rate and higher impact is more effective, I may be wrong though.

No. When it fires slower, it has more damage per shot. But it is also firing less bullets. Is it more efficient to have it fire less bullets with more damage per bullet, or fire more bullets with less damage per bullet?

Definitely go slower vs accuracy. I tried both and really, personally, I never fire from the hip vs enemies but always aim for critical shots so it makes a huge difference. Especially the case when you unlock higher damage vs hive majors. Hip accuracy isn't even all that bad to begin with as well.
