Parental permissions not applying in gamw

I have just spent several hours trying to figure out why I can’t connect and play Destiny 2 with my kids and went through all the rigamarole of linking accounts and adding them to my Bungie Family so I can manage their permissions. I have changed each of their voice/text chat settings and saved them, but the changes have not applied to their accounts in game. I have restarted the game, restarted their console, checked all the Playstation parental controls, and we still can’t voice chat with each other. Can anyone tell me what I’m missing, why it’s not working, or how long it takes for the setting changes to be applied to their Bungie/Destiny 2 accounts?
