Guardians are all on the same team. They would not hunt each other. Even the Crucible is supposed to be like training exercises and friendly challenges (you're not looting each other's corpses).
If you wanna go be a little griefing psychopath, you should probably play something like DayZ.

Interesting gameplay ideas should not be thrown away due to storyline restrictions. And from a storyline perspective, it fits in fine. Guardians are a large dynamic group. I am sure factions have reasons to fight one another. Having guardians being universally good is not as interesting as ambiguity. When you encounter someone in the wild, you should not know whether or not you can trust them.

Watch the original concept vidocs Bungie put out awhile back. They very much describe the project in high fantasy terms of good versus evil, with themes of humanity coming together with a huge emphasis on hope for the future. They explicitly stated they didn't want to make the game dark, which helps explain how they managed the Teen ESRB rating. And what could be darker than players hunting each other down and looting one another's corpses?
