A Gravemind is not a prerequisite for a Keymind to form.
Keyminds are created when the entire biosphere of a planet has been consumed by the Flood. It is unknown if they use Precursor tech or not. All that is known is that they are smarter than Metarch-Class Ancillas, and have the capability to prevent Forerunner slipspace transit, whilst bolstering Flood transit in slipspace through unknown technology.
The Key Minds and lesser compound forms, acting in concert as the Flood's mind, coordinated the Flood's efforts throughout the last years of their war with the Forerunners. Significantly larger than regular Gravemind forms, Key Minds are formed by the complete assimilation of planetary ecosystems by the Flood. They possess enormous processing power and are capable of extraordinary strategic planning, such as controlling entire battle fleets, and are more than a match for metarch-class ancillas. The widespread emergence of Key Minds during the Forerunner-Flood war effectively [b]enabled the Flood the power of manipulating reality to an extent through their sheer power of thought, allowing them to tap into the neural physics of Precursor constructs such as star roads and use them as weapons against the Forerunners.[1][/b]
See, the problem is that Halopedia is non-canon. Looking up the citation where it claims that's stated, it leads to a page that just talks about Precursor artifacts reactivating. Nothing on that page references Keyminds being able to control them.
Nor on the surrounding pages.
