It's more of a change on console. Other then there it should be an expansion.
Also the Commander Mode is an old feature. No one follows orders without proper team communication, although squad leaders have been known to make commanders look like arrogant -blam!-. However the commanders role is more of support.

Well back in Battlefield 2 you applied in game. On console in 4 you join from the server browser. I assume it's the same on PC. As for actual gameplay all you do is set objectives, call in support (Cruise Missiles, Fixed Wing Gunships), call in UAV's, call in EMP UAV's which black out scanning in a area, call in sensor sweeps which find infantry/vehicles, drop supplies, drop vehicles (I think it's just an ATV), give evac orders (more of for cruise missile strikes, probably for incoming large enemy formations to but I haven't needed to do that yet), give squads decreased reinforcement times, and bring down enemy commander for a short time. That actually sounds more complicated then it is...
