They didn't, Halo has always been owned by Microsoft, Bungie were commissioned to make 6 Halo games.

Then how did 343 take over to make Halo 4? The specs for the game, and all the credits, do not once mention Bungi.

343i is a Microsoft created company. Microsoft own Halo and when Bungie split with Microsoft to becoming independent, they also left Halo to move onto other projects. They wouldn't mention Bungie because Bungie had nothing to do with the creation of Halo 4.

'Tis what I am getting at.. Why did Bungi leave it to someone else? Or at least why didn't Bungi finish off what they started.

They completed the Ark trilogy, and finished it off with a prequel showing us the beginning(ish) of the Human-Covenant war. They even threw in a side-story about the ODST (though Reach and ODST were still part of their contractual obligation). I'm not sure what else they could have done to finalize their dealings with Halo. Any hints they had about a sequel in Halo 3 were for 343i's benefit. They left Halo to become an independent company once again and work on Destiny. I don't want to say they were bored with Halo, or that they didn't want to keep working on it as that's not my place to say, but it's clear that they really wanted to start on their new project. And to be realistic, it had to end sometime. I would also like to add that every time you spell 'Bungie' wrong, someone is catapulted into the sun.

Not "always," but Microsoft has owned the rights to it since it made the transition from Mac to Xbox.
