I cant imagine even with a window of time like that , that it be fair to those with jobs like me or who have classes like most of my co-workers and friends , you can hardly call off work or skip a class because you receive a message saying : ALERT: FALLEN BOMBER EN-ROUTE TO LAST CITY.
and then what happens that time you don't make off in time or the person's class takes longer than expected , and the city falls because not enough people made it home to help , as you said ; This assault would result in civilian casualties, lowering the guardians morale, and decreasing the amount of XP earned by players for a set amount of time.
and then you feel like crap because real life prevented you from helping and now everyone has to deal with the consequences .

The amount of alert time I used was solely for example's sake. If a system like this were to really be implemented, it would probably be more like a week's notice.

I just think to begin with the PE's wont have anything do with the city , as it is as safe zone of sorts , like borderlands 2's sanctuary or any town found in an rpg .
