Near the end of his presidency, Theodore Roosevelt had a large portion of the USN capital ships painted white and sent them on an "around the world tour" with stop-offs at nearly every major power's main ports. It was billed as a "goodwill tour" but had many, many ulterior and political purposes.
At the time (over 100 years ago) an "around the world cruise" was not a simple thing and demonstrated serious "blue water" capabilities, a global distribution of bases and logistical capability, and what we now refer to as "force projection capacity".
It also gave the Navy the ability to evaluate their current designs (which had some flaws) and use the lessons of this cruise to better design the next-generation of combat ships.
It was "saber-rattling with a smile". A way for the (then, almost a joke when it came to international power) US to say "hi there, you may think that we're a bunch of farmers, but we can dance with the big boys if we have to".
