We're grinding Lost Sectors at that level for a chance for an Exotic, some of the most coveted pieces of gear in the game. While they aren't the most difficult bits of content in the game, for the average player, Legend and Master Lost Sectors are a difficult challenge. You have to have the right gear, the right mods, and in a lot of cases, a fair bit of luck so that the ads behave in a way that makes sense.
So when you complete a difficult bit of content, hoping to see a yellow piece of gear drop, and you see a blue leg piece that isn't even worthy infusion fodder any more, what do you feel? I feel insulted, like the time I spent building my character and working out a strategy to complete the Lost Sector was wasted, and I lose all desire to keep playing that content.
For real, Bungie got rid of blue drops at the end of Core activities once you reached a certain power level, why on earth are blue drops even in the loot pool for Legend and Master Lost Sectors, which are a more difficult challenge than strikes...
I'm not saying Exotics every run, but even giving out something like 5 Legendary Shards would be more rewarding than any blue gear.

I thought that they were supposed to tone down the rate of blue drops once you get past the soft cap? I swear I'm getting just as many as I did before....its ridiculous.

If Blues could get past the Soft Cap, they'd have a use, you know, infusion. But they don't.
