Really sorry to hear this, Unfortunately due to Bungie being the manufacturer of the content and not the actual retailer it is very hard to assist with issues regarding DLC license allocation.
I would recommend [url=https://help.bungie.net/hc/en-us/articles/360049196071-Accessing-and-Restoring-Licenses-to-Destiny-Content]Restoring the Game License[/url] (I can see that you have tried this however trying again can't hurt) as this can help with issues regarding DLC not being activated, however if this does not help then you will have to pursue [url=https://www.playstation.com/en-au/support/]PlayStation Support[/url] further.
