Bungie does ban plenty of players. We do not need a vote on that by reporting any illegal activity in-game via the report button helps catch them quicker. Anything outside of the game Bungie has their own legal team who deal with those kinds of sites.
If you suspect any form of cheating illegal activities you are advised to report them. This can be done either by using the in-game reporting system or via your last played matches found on your profile page or by using the reporting systems found here Reporting Cheaters Form
I think someone that gets payed to win for other players in a game should not be allowed, beside that, carries can easily afford to buy more dlc and cheating software, so it would be even worth for them to buy hacks, since it would make it easier for them to achieve flawless without effort. Pvp is about skill, not who can afford to get carried to top.

They are not allowed and will be banned once they are caught or reported.

Have you checked fireteam finder trials? It’s at least 70% carries

Then report them and they will be removed. The moderations team does their best to ban as many as they can. All the moderation team are volunteers and do the best they can when family life, jobs real IRL stuff permits. But they keep popping up with dummy accounts which at the present time Bungie cannon stop. Having to have an active account for a period of time and a verification system would help but until Bungie implements such then they will continue.

They should at least ban the word carries or flag it because all the post about carries are 1100 accounts.
ban the word carries or flag it
how is that going to stop them? I have given you Bungies stance on this subject do will not be commenting any further.
