For the same reason PvP players are forced into PvE through quests/bounties/gear drops: an outdated mentality that players will "learn to like" aspects of a game they don't enjoy if they're forced to participate. I don't like having to farm Bungie's mind-numbing and simple PvE for weeks/months to be competitive in Crucible, but I do it anyway.

I've always thought each quest step should have two options, a pvp and a pve. The player can pick the one they want to do. Sometimes I would happily grind 100 champion kills over 10 Guardian kills (depending on the weapon).

Well of course. Those Stasis quests had this and, despite how grindy that system is as a whole, that aspect of it at least was appreciated by the playerbase. And we all know what Bungie does when the players actually appreciate choice.
