Name and shame is prohibited for good reason. This rule stands and there is no point in ever changing that.

because we live in a society with a presumption of innocence. Most incidents of "cheating" is perceived as such because we arrogantly believe that nothing should be able to kill us, even with a 0.6 k/d, so instead of blaming ourselves, we pass the blame. Unless you have refutable proof, shaming people who may be perfectly innocent is something only judgmental individuals who would like nothing more than to cast the first stone without introspection would do

But what’s wrong with calling them out because they are cheating if it makes them feel bad that’s good right? Maybe they won’t cheat again if they get called out.

This way of thinking is why witch hunts were banned. If you presume everyone is cheating, then it creates nothing but resentment and a cry baby mentality

False positives happen and it's better to not bring any attention as that may just bring in people that go too far with the shaming or inspire more people to cheat to also gain notoriety.

Bungies CoC on their own website. Bungie will not break their own CoC for any reason. The fact that streamers do this on other platforms doesn't have anything to do with Bungie.net or Bungie itself.
