This is why there is a limit to what you can do in public spaces.
Some people don't turn PEs heroic because they dont' know how.
Others don't do it because they don't WANT to. Heroic PEs take much longer to complete, and the rewards are not worth the extra time to many players. Also many bounties simply count numbers of PEs...so turning one heroic just makes completing the bounty take longer.
This is an issue I put at the feet of Bungie. Bungie isn't making them rewarding enough, so people aren't doing them. Unless its just for the sheer fun of doing the event....but most loot gamers aren't wired that way (even though I am personally).

Im fine with people playing how they want, I would use local chat to say how to turn it heroic but the chat is OFF by default even on PC (which is kind absurd imo) so I dont bother. Rewards are fine [i]to me[/i], however it does not increase the motivation to turn them heroic when the event can be burned in 0.5 seconds instead of 30s. I mean, you have to have some sort of reliable source for blues..I mean gunsmith materials..outside strikes end chest. Glad to hear im not alone on "I like doing PEs because its fun"!

Unfortunately the result is that the content in their new expansion scales so poorly that some content in the open world is borderline unplayable as a solo player. In Destiny terms? Imagine trying to solo a Heroic pub event that you get only one shot at...and its gone forever if you die..... ...and while you're doing that other group of ads swarm on you from the other side of the map. So you get attacked from three directions at once. And the second you get driven out of cover you die like in you're in a Nightfall and 50 levels under the recommended power level.... Its not even that challenging. Its just tilting. Because its artificial difficulty that you can't control or manage because its so completely random.
