Your closing is the answer. Just make the event give better rewards when heroic (small chance at a enhancement core, or even a prism, for example) and a significant XP gain (not huge but in the couple of thousands-ish territory). Make [b]every[/b] quest and bounty requiring PE completions gain 2x progress if a public event is complete on Heroic.
You are safer in 90% of situations just doing the normal mode and moving on because there are very few quests or bounties that require only Heroic events whereas pretty much all of them will take a normal completion and may or may not gain bonus progress for Heroic. So technically, it is more considerate to do it normally, as, for most players you’ll be saving time, unless one of three reasons: you [b]have[/b] to for your objective, a quest came out recently that benefits from a Heroic completion (Bastion for example: just help those people on the Tangled Shore out for a week or two and then return to normal melting), or the PE is one of the ones where the Heroic doesn’t take any significant amount longer than the normal mode (Ether Harvest, Injection Rig, Cabal Excavation, etc.).
To fix this, make the really bad ones, the ones that take 3x as long if you do them Heroic (Glimmer Extraction, Cryo-Pod), take less time. People are perfectly justified in not bothering to make it Heroic and not wasting their own time if there is no incentive/no consistent incentive to do so and the event takes longer than just loading somewhere else and doing two more normal events in the time it would’ve taken to do one Heroic. Especially given that Timelost Frames (probably one of the main things people are doing PEs for consistently right now) that require PEs do not gain bonus progress for Heroic completions.
So basically Bungie needs to:
-Increase rewards.
-All—no exceptions—bounties, triumphs, quests, and any other similar thing requiring PEs should gain 2x progress for Heroic.
-Decrease amount of time spent on specific Heroic events to fall closer in line with base completion speeds.
-And then, only after all of that, make it easier for some of these activations to occur. For example, give the Fallen Walker slightly more health but make it weak to Scorch Cannons. Or some gimmick like that, which encourages completing the Heroic activator if melting through the boss (or other equivalent objective) is a problem for people hoping to make it Heroic.
Until then, people are perfectly justified in completing events however they see fit, even if mildly annoying when you need the Heroic. You have to respect their time, too. And chances are, you’ll be getting progress toward whatever no matter what.

One of the most intelligent, well thought out responses here, and one I agree with. I respect the other people's time when playing, I did in fact need Heroics though. It was specific to what I was doing. I spent over an hour trying to accomplish a step that should have been 15 minutes. I could see the deliberate efforts to stop me by a Titan and a Hunter who arrived after me, when I attempted to throw the last cryoball on the boss they used everything they could to kill. This all occured in rapid succession, where my efforts were clearly highlighted by HUD cues and my actions. This all as the cryoball sailed through the air only to hit his corpse. Only after I wasn't allowed to make any of the last three PE, also prisoner escapes, Heroic in the Tangled Shore. The place I needed to do them in. In my anger I wrote an abraisive post, but you read till my closing and and understand where I'm coming from, all without paragraph breaks. If it should mean better thought out content, so that there isn't a requirement in a public space the general community is against helping others accomplish, then so be it. I'll endore the trolls. I even offer a solution that could be implemented to drive people toward these requirements without their own knowledge. They can be helpful and ignorantly self serving all at the same.

Yeah Heroic events on the Tangled Shore are always the worst. Incredibly easy to melt the bosses and not incredibly easy to activate Heroic fast enough while players are just deleting the boss.
