Welp, if they made the entirety of Leviathan a patrol space, they'd have to do the same thing with every other location in the game.
Not saying that that wouldn't be awesome... but that that would be a crapload of work that they more than likely wouldn't have the server space to do. Earth alone would need its own building to house the server required.

For player connections no, but I highly doubt that they don't utilize a database server that contains all the assets for the game. The Bungie Store, for example, would need to have a database server to contain all the products so that the webmaster could call each product from a single source. Without a database server, you would need A LOT of subfolders within subfolders. That gets...messy.
