They can't. Transmat = Money to bungie. If you could just change at will what will they fill lootboxes with.

You would still need to acquire the transmat effects to be able to apply them to a particular ship. If anything it would make the transmat drops from the EV packages actually desirable, instead of something to just be deleted immediately, since you could add an effect you like to a ship that doesn't have it yet.

One transmat forever makes no sense financially . Transmat single use sounds profitable. You have to understand that Bungie is going to do what is profitable, not desirable.

How much money do you think people are spending to get transmat effects out of EV boxes? Why would anyone spend any money to get transmat effects?

It doesn't matter that you don't understand why people do it, all that matters (to Bungie) is that they do, and that they continue to accommodate that spending habit. In response to your OP though, I do like the idea. It would be one way to make the ships truly feel unique if they also offered a special, custom transmat effect specific to the ship, its lore, how it was attained, etc (similar to the thematic designs of raid ships and sparrows from D1).

Yeah the TEs just feel like an also got, since it has such a passive place in the game. I've never seen anyone reference trying to get them. ¯\_(ツ)_/¯ But yeah, even if they only applied the ornament system to the exotic ships, give them a little more distinction and exotic-ness, I think it would make the item more valuable to players and would be a small notch in cleaning up the inventory screens.
