No. Tlw is a niche gun for a specific playstyle. It works amazing for the playstyle but that's it. The only reason it was dominant for so long in PvP was because of a broken/bugged perk. The old bonus precision damage when hip firing also was working when ads. I have no idea why bungie let this run rampant for months. But yet white nail gets disabled in a week and vanilla bed gets nurfed a week after it became popular in the crucible.
Any weapon that was only dominant because of a bugged perk and not because of its inherent design does not qualify for best primary.

I mostly point to TLW because of the length of its reign as "OP", the amount of people that used it, and the fact that it still has a short TTK. Whereas other "OP" weapons have been nerfed into uselessness. Just my opinion though

I'm pretty sure the majority of informed players would disagree with you. Even without that perk TLW was an awesome gun. Performance,design,function and lore all has to be taken into account.

It was a consistent 2 headshot kill thanks to the perk and yes the range was insane on it. I mean back then all handcannon ranges were ridiculous. But if it wasn't for the consistent 2 headshot kill even when ads the gun would of been much harder to use and it could of been countered at range a bit better. Since its hard to land at range hip fire headshots. Im not saying it wasnt a solid gun. It was. Just that a broken perk is what put it over the top. Perfect example is between the range nerf and fixing the broken perk tlw practically dissapeared from use.
