Definitely not. Don't get me wrong, it's pretty bad, but I mean come on, we've got shit like the dragons breath and dregs promise.

Dragon's Breath is a monster for PVE. Problem is, people don't know how to use it right and most people haven't realized it's not the same RL it was in year 1.
-
Care to explain?

Great for killing mobs of course but you get area control too. You can do a ton of dps on bosses while still being able to fire off your sniper or primary for added dps. I like to drop a rocket on bosses and activate HoS w/ explosive pyre, drop another rocket, nade & then snipe. Works very well with Sunsinger, Heart of Praxic Fire, max discipline, increased radiance duration and double nades. Watch everything burn. You just have to learn to control where the napalm canister falls. There's the initial rocket detonation and then the napalm explosion and damage over time. It's been shown to cause more dps than Gjally. Try going to the Ultra Knight on the Dreadnaught and hit him with a Gjally round and then with a DB round and see which does more damage. If you can keep a boss in the fire, which isn't difficult, then you've got massive dps.

From that explanation it seems the me like you need to spec your whole build and playstyle around it just to make it usable. That really seems like more of a hinderance than it's worth.
-
By the way, I don't exactly know what you mean with having to spec my whole build for it. I mean I know what it means but I never mentioned anything like RL reload gauntlets or extra heavy ammo or anything. If it's in response to mentioning the Sunsinger build, well yea, I can spec all my builds to tier 11 and generally when you run something like Sunsinger with HoPF, increased radiance duration and double nades then max discipline kinda comes with the territory. But that's just a suggestion, you don't have to use that build of course, just one of my favorites. I personally like to be able to toss 22 solar flare grenades and a DB round and have the entire map on fire, but that's just me. You can use Viking Funeral w/ Touch of Flame for extra added dps. A simple tether. The sun breakers melting point. WoL. Etc. Think outside the box, get creative.
-
Actually no, I don't. I use it with any build effectively. I've been using it for a long time and can use it in most situations including WoTM. Try it with a tether with black hole one day on some yellow bars and see if you don't change your mind.
-
Both of those guns can be very good in certain situations. I don't really see FS being good unless your whole team is running it and rushing together or something like that. But then, auto rifles are the shit pile of weapons in destiny so...
-
Key words: "certain situations." You can say that about any exotic.
-
Dragons breath is remarkable when it's solar burn.
-
Any solar weapon is remarkable during solar burn.
-
Yes but db has that lingering napalm that obliterates huge groups of ads, especially if you can drop it under a skiff ship off loading enemies.
-
Dragon's breath rocks. The surplus makes it so that all my secondary and heavy ammo drops are doubled. Not to mention the add clearing effects it has. I run it in solar burn strikes with a solar secondary. I usually never touch my primary as a result.
-
Lots of launchers have surplus. Every launcher has great ad clearing capabilities. Any solar launcher will be gray during solar burn.
-
I disagree. Nothing has the area of effect as dragons breath. The area effect is nice to help control the field. Damage output is way higher than a normal launcher

Dreg's Promise is actually pretty good as of patch 2.5.0. You should try it out again.
