The gear keeps whatever stay nodes is has. Increasing the light level will increase those stats a little, but you can't change them.
Same with perks. You get whatever the armor nodes show. Only thing you can is light level and the stat increases.

Ok. But if you look at my picture it shows hat this armor has all three attributes set at 0. So it will take on whatever elements I infused it will (i.e. Intellect and Discipline) My other question though remain unanswered ( I think). Does selecting the "increased intellect/discipline" perk then increase the infused value and if so how much? Thanks!

Look at it when it drops in game. It'll have a pair, not all three. Random pairing just like all gear. Is that pic from an armor database?

It'll have whatever the nodes show. If the nodes show int/dis then it'll have those once leveled up. The amount an armor has is based on its light level. At level 3, they are at zero. The stats and perks of the armor you use to infuse means nothing, just its light level.

So I don't know if I'm understanding you correctly bit this was part of my confusion. Take a look at the link above. This was after they were infused with a test set of greaves just to see what happens. Note that not only does the light level transfer but in this case so did the intellect and discipline. Is this what you are saying or the contrary, which is what I thought you meant.
