It might not directly be pay to win but you can buy an advantage:
- Reputation gains -> more CHANCE at getting a weapon
- more chances at better/ fitting armor rolls
While all of that is not gamebreaking (yet) they put their feet into the door called pay2win :/
And I bet this wasn't the last update to eververse looking at what became of CODBO3 ...

So why are you upset? I just stated that this is probably a step to pay to win. I am not saying it Is pay to win. BUT Gamecompanies in general try to implement it into games because they make a lot of money off it, because people spend money for being better then others. And people like me are pretty sure that sooner or later they will start selling engrams or similar packages. People were ok with eververse because it was advertised as an emote/sparrow (cosmetics) seller. Now it is armor, too, which sure as hell is NOT ONLY COSMETIC. It still has perks (also if they really do not change much gameplay wise). All I am trying to say is where as a customer do you draw the line between accepting stuff being sold and feeling forced to spend money to keep up with the pace. And while you are right you get 3 for free each week, you have 3 chances at getting something. Somebody spending 50 bucks has idk how many more chances. Now if it actually mattered gameplay wise he would have a good chance of being geared up with endgame gear in under a week and compete in stuff like trials, while you have to grind and WAIT like what? 3-4 weeks if you get lucky. It is a tough topic and we can not change it for now, it is what is has become BUT we as customers must make a stand that we don't like the direction this is heading, because the next logical step after armor is ....
Weapons
Sry for the wall of text :)

Is getting good perks "winning"? No, it is juat something that players use to adapt to their gameplay.
-
Yeah like I said in this particular case it really does not matter as the perks are underwhelming. But the way eververse is developing rather sooner than later it might matter ... There might be better perks, there might be engram packages. And I am pretty sure there will be. At some point in time.

It is okay. I am just expressing my emotion towards the text provided.

All good mate, everyone is fre to have their opinion on the topic and as I said this one is really difficult to figure out :/
