Watch the video and tell me snipers should function like that. The kick should be so violent there's no way to hit those shots.
Fire any Fusion Rifle, particularly when you don't ADS and see how much that thing kicks.

There are so many complaints about sniper rifles on these forums and discussions on whether they need to be changed.
It's already led to the removal of special ammo in 3v3 (although it really didn't affect snipers or shotgun users thanks to Icebreaker and Invective), but I think there is a clear problem with them and survival weapons in general and there's a solution to the problem that doesn't involve removing ammo.
The problem with sniper rifles is they currently don't have any weakness at any range. From 400 yards to 4 feet, they're precision instruments of death.
The problem as I see it, is the insanely easy ability to no-scope and quick-scope with them.
There's no way someone should be able to no scope you at 100 yards or line you up with another weapon and then quick-scope you at close range.
Since 2.0.1 when I fire a Fusion Rifle there's just stupid muzzle kick whether I ADS or hip fire, so how is it that a sniper rifle hip fire shoots straight as an arrow?
I think when hip firing a sniper rifle, it should be almost impossible to regularly land shots. Snipers no-scoped should have way more kick than a Fusion Rifle.
Also when quick scoping, there should be a delay in the barrel drawing level. Players should not be able to line up a shot with another weapon and swap/fire and still be lined up.
These changes would have zero effect on players who use snipers at intended range and scope their targets and eliminate the bullshit run around and sniper from 5 feet crap that exists now.
Make Fusion Rifles true mid range weapons again and specials would be balanced again.
