I thought it was fairly obvious that Skolas wasn't Kell of Kells.
Franky I don't see the Fallen as a real threat. Each house has been hit by us, some have been completely crippled or destroyed.
The Fallen peaked at twilight gap and now they're pretty pathetic.
I think that they're just getting their asses kicked as a setup for Destiny 2 or 3 or something.
I think they'll rise.
Maybe they'll make a deal with a worm god.
Become a marvel with 10,000 arms.
Maybe the legendary house of rain will come back and unite the Fallen under the real Kell of Kells.
Who knows.
But right now they're a beaten and broken race only dwindling more and more with each day. They're desperate and weak.

Except for the kings. The race as a whole is in bad shape but the kings are doing really well for themselves and still have their kell (maybe prime, still have yet to verify).

Yes of all the houses kings are the strongest and are the ones we know the least about. But we know that they were 1/4 of the fallen forces at twilight gap, a battle that we won.

They were 1 of 4 factions not 1/4 of the forces. The mastermind behind an operation usually has the largest force and has supporting allies/factions to supplement their soldiers. Meaning it could be more like 85/5/5/5 for troop numbers. Also the Kings aren't just located in one area they are in other places across earth not just the cosmodrome
