Don't use multiple at once. The way that they stack (from official Bungie post) is that if you fail to get a drop, you get a higher chance next time you use one
Don't bother trying to convince your friend. Let him continue to waste them

Bungie weekly update 09/17/2015 "Xûr will also sell a new consumable, the Three of Coins, which gives bosses a chance to drop Exotic Engrams, including Weapon Engrams. These consumables have a cumulative luck effect, so even if one doesn’t net you a drop, the next one has a higher chance to do so" The important part is the last bit which refers to the NEXT one

Do you think it matters what level the ultra is?

Not that I know of Make sure it in an Ultra (named + yellow bar) rather than just a major (yellow bar) You can see if your ToC buff has been used from your inventory page. I think it shows a triangle with IX in it. Don't use another ToC while you have this shown or it will be wasted

So why does it let use use more than one? It is the only usable item buff that you can do this. It seems suspect.

Just guessing that Bungie thought that using ToC was straight forward and no one was dumb enough to use multiple on the same event Just shows how wrong they were

I am also not having any luck with these damn things doing it one at a time. I use one beat a boss. Then wait to use another so it doesnt hit me with the debuff from the farmers. Then beat a boss and repeat. and after 25 only one helmet engram. Then after getting the helmet engram I use three of them at once. Another helmet. So I use three more. another engram but gauntlet this time. I seem to have three for three using three and 1 for about 25 using one...suspect. But RNG is RNG.

I have only ever used 1 at a time. The most I have used before I got a drop is 4, but it's all down to random chance, so sometimes you can keep trying and not get anything for a while Most of the time I only have to use 1 or 2 to get an engram, but I haven't used them a lot (I think I only bought 10 and still have some) so I can't tell you whether my experience is good, bad or average
