Leveling changes will be the 15th when TTK is released. Im pretty sure one of them said something to the effect 'You'll log in the 15th and your character(s) will be whatever level they have already attained with gear' during a previous stream.

That comment was more to assuage people worried about losing levels when it was announced that light & gear were being separated. It was also made weeks before it was announced the 2.0 would include major changes such as the aforementioned Ghost and questifcation.

It's unlikely that they are going to let people start grinding out level 40 before TTK drops, Bungie has always been about stretching out content as far as possible so letting us start leveling up before TTK just doesn't seem like a possibility. Guess we'll see here in a few days.

For example: if I wasn't on Twitter & following Mark Noseworthy, how would I know that Xur will be selling Legacy engrams which are engrams that decrypt into year one exotic weapons?
