Does it really take that long to add a gun to his inventory? i mean i know Bungie implemented a feature for themselfes so they can always control his inventory without having to release a patch.
Or is this about something else?
Maybe it happened like this :
Bungie Guy1: Ehhm sir xur is about to go to the tower.
BG2: And wheres the problem???
BG1: He was supposed to sell Gjallarhorn today, but Activision said we are not allowed to sell it to keep the playtime up
BG2: WHAT??? HOW MUCH TIME DO WE HAVE?
BG1: 30 seconds...
BG2: RUN YOU FOOL DO SOMETHING
BG1 runs to the big Computer with a little note on it "Xur control station"
knowing that he doesn´t have enough time to look for a gun he could sell instead, he presses the big red button "remove weapon"
1 second after that Xur appeared in the tower.
BG2: that was close, we almost made a ton of Guardians happy.
BG1: yeah now let´s nerf Gjallarhorn to make the other Guardians angry aswell.
BG2: GREAT IDEA!

Yes it does. To add code to inventory is extremely difficult. Doing so could remove the rest of his inventory or cause the weapon being inserted to be the only gun he sells for quite a while more. Sorry for your inconveniences.

they have a tool wich let´s them change j´his inventory at will, thats why you can´t predict him anymore, Bungie controls him, the problem seem to be that they had to kick everyone to orbit, change xurs inventory and then let them back in the tower.
